Estonia one of four countries that have delivered on Haiti aid pledge - CNN

Six months after a devastating earthquake struck Haiti, most governments that promised money to help rebuild the country have not delivered any funds at all, a CNN investigation has found. Only four countries have paid anything at all: Brazil, Norway, Estonia and Australia.

Donors promised 5.3 billion US dollars at an aid conference in March, about two months after the earthquake -- but less than 2 percent of that money has been handed over so far to the United Nations-backed body set up to handle it.

The United States pledged 1.15 billion dollars. It has paid nothing, with the money tied up in the congressional appropriations process. Venezuela promised even more -- 1.32 billion dollars. It has also paid nothing, although it has written off some of Haiti's debt.

Former President Bill Clinton, a UN special envoy for Haiti, said he plans to put pressure on governments that have been slow to deliver on their promises. He said the worldwide economic crisis was at least partly to blame.

Altogether, about 506 million dollars has been disbursed to Haiti since the donors' conference in March, said Jehane Sedky of the UN Development Program.

That's about 9 percent of the money that was pledged. But about 200 million dollars was money that had been in the pipeline for aid work before the earthquake, and about another 200 million dollars went directly to the government of Haiti to help it get back on its feet, Sedky explained.

That has left the commission with about 90 million dollars in donations since the conference, Sedky said.

No countries told CNN they do not plan to deliver the money eventually.The pledges are for fiscal year 2010-2011, so the donors have until the middle of next year to get the funds to the Haiti recovery commission.

Estonian Foreign Minister Urmas Paet said in his comments to BNS on Thursday that countries were only halfway through their fiscal year and procedures were going on. "Hopefully the amount of donor aid will start growing rapidly. We are made more confident about it by the fact that the money that has gone there so far has according to the experts who examined the use of aid in Haiti been used well and for its proper purpose," said the minister.

Estonia has allocated a total of 6,841,309 kroons (437,238 EUR) to support Haiti. Humanitarian aid makes up 5,667,309 kroons of this sum.

Of the humanitarian aid, 2.5 million kroons were donated by Estonia through the International Federation of Red Cross. The remaining humanitarian aid sum went towards sending members of the Estonian Rescue Team to Haiti. For the long-term reconstruction of the nation, Estonia has contributed 100,000 dollars through the Wold Bank's multi-donor trust fund and UNICEF.

The January 12 quake left more than 220,000 dead, more than 300,000 injured and more than one million homeless. According to recent UN reports, the quake destroyed 60 percent of government infrastructure and left more than 180,000 homes uninhabitable.

Six months later, more than 1.5 million remain in overcrowded displacement camps, CNN said.
